Board Members

Born in 1964, Nevzat Avunç graduated from the Faculty of Economics and Administrative Sciences, the Department of Public Finance at Uludağ University.

He served as Assistant Auditor and Auditor at Akbank Audit Board. He continued his career at Toprakbank A.Ş., where he held the positions of Credit Manager and Credit Monitoring Manager.

In 2002, Avunç joined the Savings Deposit Insurance Fund of Turkey (SDIF) as Group A Professional Staff at the Collection Department and subsequently held various positions including Group President, Group Coordinator, and Department Head. During this period, he was responsible for the collection and liquidation process of receivables exceeding five million US dollars as well as controlling shareholder receivables. He also served as Chairman of the Board, Board Member, Member of the Liquidation Committee, and Bankruptcy Trustee in companies managed or supervised by SDIF. In 2018, Avunç was appointed as Vice President of SDIF.

He was appointed to the Board of Directors of Tekfen Holding on 22 September 2025 and was elected Chairman of the Board on 18 December 2025.

Born in 1972, Taner Yalçın graduated from Marmara University Faculty of Law and then completed his master’s degree in Private Law at the same university.

After a brief period working as a freelance lawyer and bank attorney, Yalçın joined the Savings Deposit Insurance Fund of Turkey (SDIF) in 2002. Since then, he has held several key psitions within the instituion, including Fund Attorney, Group Head, and Group Coordinator. He has worked for a long time in the department within the SDIF, responsible for implementing the provisions of the Law No. 6183 as well as in the departments in charge of the sale of Commercial and Economic Integrity assests.

Yalçın currently serves as the Head of the 1st Collection Department at SDIF. In addition to this role, he served as Chairman, Vice Chairman, and Board Member in Birleşik Varlık Yönetim, an SDIF subsidiary, as well as at various companies under the SDIF’s management and supervision operating across sectors such as media, mining, furniture, energy, petroleum, and natural gas; and continues to serve in some of these roles today.

He was appointed to the Board of Directors of Tekfen Holding on 9 October 2025 and was elected Vice Chairman of the Board on 18 December 2025.

Born in 1962, Erdem Şair graduated from the Faculty of Architecture at Middle East Technical University in 1985.

While still at university, he began his professional career at MNG Holding in 1984, worked at Nurol Holding between 1990 and 1992, and rose to the position of Project Manager at Aytek Construction  between 1992 and 2003. From 2003 to 2009, he served as Project Manager and Coordinator at Kontek Construction’s building sites in Russia. Between 2010 and 2016, he held various managerial roles such as Site Manager, Project Coordinator and Project Director at Akiş, Akkon, Saf and Akgirişim, subsidiaries of Akkök Holding.

Between 2018 and 2023, Şair served as Project Manager at Orjin Group, and from 2023 to 2025, he continued his career at Kaseria Construction, a subsidiary of Erciyes Anadolu Holding. In 2025, he was appointed General Manager of Nuhoğlu Group, which comprises Nuhoğlu Construction, Trend, İstcon, Eğilim and Neoray companies.

He also speaks English and Russian.

As of October 9, 2025, he has been serving as a Member of the Board of Tekfen Holding.

Born in 1972, Mahmut Çelik graduated from Yıldız Technical University, Department of Mechanical Engineering, in 1992 and earned his M.Sc. (Master of Science) degree in Mechanical Engineering Energy at the same university in 1997.

He began his career as the owner of Ayma Engineering between 1993 and 1998 and subsequently served as Marmara Region Sales Manager at Auer Natural Gas, a subsidiary of Çukurova Holding, from 1998 to 2001. Between 2001 and 2004, he worked as Business Development Coordinator at Arar Engineering & Consulting, followed by his role as Sales, Marketing and Customer Services Manager at Palmet Terasan from 2004 to 2005.

Çelik served as Western Region Director at Teknosa, a subsidiary of Sabancı Holding, from 2005 to 2007, and as General Manager at Adakale Ltd. Co. between 2008 and 2010. Between 2010-2017, he continued his career as the owner of Enerjinet.

From 2017 to 2021, he served as Executive Chairman and Board Member at Akasya Alçı Maden, Akasya Yapı and Elbruz Enerji. Between 2021-2025, he served as CEO and Board Member at Türk Altın Holding and has continued to serve as a Member of the Board Türk Altın Holding.

As of 18 December 2025, he was elected as a Member of the Board of Tekfen Holding.

Born in 1981, İsmail Coşkun graduated from Ankara University, Faculty of Law.

After completing his legal internship, Coşkun began his career as a lawyer at MNG Holding Legal Consultancy in 2004, where he worked until 2010. Between 2010-2023, he served as Legal Counsel at MNG Holding, where he was responsible for managing all legal and administrative processes of the group companies, including litigation, contract drafting and compliance matters.

From 2023 to 2024, Coşkun served as Legal Counsel at Cengiz Holding, overseeing the legal affairs of companies operating in the mining, energy, construction and insurance.

Since 2025, he has been continuing his professional career as a freelance lawyer and as a founding partner of Coşkun Law and Consultancy, specializing in Commercial and Corporate Law, Administrative and Tax Law, Construction and Tender Law, Energy and Mining Law, and Contract Law.

As of 18 December 2025, he was elected as a Member of the Board of Tekfen Holding.

Born in 1970, Ömer Şanlı graduated from Istanbul University, Faculty of Political Sciences, Department of Public Administration.

After working in various units of banks and financial institutions, Şanlı began his career at the Savings Deposit Insurance Fund (SDIF) in 2002 as a Group (B) Professional Staff Member and was appointed as a Fund Specialist in 2006. He continued in this role until 2014, during this period, was responsible for the collection and liquidation processes of receivables from controlling shareholders.

In 2014, Şanlı was appointed as Head of the Training Group within the Support Services Department of the SDIF. In 2019, he was appointed as Head of the Support Services Department, a role he still holds. In addition to this role, he serves as Chairman and Member of the Board of Directors of companies under the management and supervision of the SDIF.

As of 18 December 2025, he was elected as a Member of the Board of Tekfen Holding.

Born in 1975, Bircan Ünlü graduated from Ankara University, Faculty of Political Sciences, Department of International Relations.

Ünlü began her career at Şekerbank in 1999 and worked in the Credit Monitoring Department as a Specialist and Assistant Manager until 2008. Between 2008 and 2014, she worked in the Credit Allocation and Corporate Banking Regional Sales departments in Şekerbank’s Istanbul Anatolian Region.

In 2014, she was appointed as Branch Manager of the Üsküdar Branch (Şekerbank). Between 2015 and 2019, she served as Regional Credits Manager at Şekerbank’s Istanbul Anatolian Regional Directorate, and from 2019 to 2021 she worked as Regional Credits Manager at the Thrace Regional Directorate. Since November 2021, she has been serving as General Manager and Member of the Board at Birleşim Varlık Yönetim.

She is fluent in English.

Born in 1982, Sibel Koç graduated from Ankara University, Faculty of Political Sciences, Department of Economics, and later earned her master’s degree in Financial Engineering at Kadir Has University. She also completed a bachelor’s in law at Marmara University, and is currently pursuing her studies in the Private Law Ph.D. Program at the same university.

Koç began her career at Şekerbank in 2005 as an Inspector. Between 2014-2018, she worked as Risk Management Unit Manager, and from 2018 to 2019, she served as Central Operations Unit Manager. Between 2019-2021, she served as Risk Management Department Manager at Türk Ticaret Bankası. In 2021, she joined Hobim Archiving and Printing Services as Deputy General Manager, and since 2022 she has been serving as General Manager. Also she serves as Member of the Board of Directors of companies under the management and supervision of the SDIF.

She holds several professional licenses, including Certified Public Accountant (CPA), Capital Markets Activities Level 3 License, Derivatives License, Credit Rating License and Corporate Governance Rating License.

She is fluent in English.

Born in 1975, Esra Özkan graduated from Istanbul Technical University, Department of Civil Engineering, with a bachelor’s degree in 1997 and completed her MBA (Master of Business Administration) at Doğuş University in 2001.

Özkan began her career at STFA Engineering in 1996 as a Project Engineer. She joined Cengiz İnşaat in 1997 and served there for 26 years, holding the positions of Progress Payment Engineer (1997-1998), Integrated Systems Specialist (1998-2000), Tendering and Technical Office Manager (2000-2004), Tendering and Business Development Manager (2004-2016), and Business Development Director (2016-2023). During this period, she actively participated in all stages of more than 100 projects, from contract negotiations to final acceptance processes.

Between 2016-2024, she also served as a Member of the Executive Board on domestic and international projects and acted as a technical advisor on international arbitration, contracts, strategic partnerships, and compliance processes.

She is fluent in English.
